SCHOOL BOARD COMMITTEES

 

 

  1. COMMITTEE OF THE WHOLE.

    Effective January 1, 2021, the St. Landry Parish School Board shall oversee district business through a Committee of the Whole.  The Committee of the Whole shall replace the following committees which are collectively referred to as the Standing Committees:

 

  1. Executive Committee;

  2. Finance Committee;

  3. Academic, Instructional and Federal Programs Committee;

  4. Personnel Committee; and

  5. Building, Lands and Sites Committee.

 

The Committee of the Whole shall be chaired by the Vice President and shall perform the functions performed by each Standing Committee prior to January 1, 2021 which are described in Section VI of this policy.

 

  1. RULES AND PROCEDURES.

    The meeting of the Committee of the Whole and any other committee shall be open to the public, with the exception that closed sessions may be held for purposes as provided by state law.  Example: discussion of confidential matters relating to personnel, litigation, cases of extraordinary emergency, strategy sessions, and investigative proceedings regarding allegations of misconduct.

    The meeting of the Committee of the Whole and any other committee shall be held at the direction of the School Board or upon request of the School Board President or the committee chairman.  Prior notice of the time of such meetings shall be given.  Meetings shall be held at the School Board Office unless notification to the contrary is made.

  2. COMMITTEE POWERS.

    The Committee of the Whole and any other School Board committee shall only have deliberative and recommending powers only, unless the School Board, by formal action, grants the committee the right and responsibility to act on a specified matter.  A committee shall consider only those items referred to it by formal School Board action, by the President of the School Board, or by the Superintendent.  Discussions concerning matters relative to the committee's areas of responsibility may be held if deemed appropriate by the committee chairman but may not be submitted to the School Board for consideration except as an agenda item separate from the committee report.

  3. COMMITTEE REPORTS.

    All committees shall report their recommendations to the School Board through a report on the committee meeting.  Any committee which meets prior to a School Board meeting shall be allowed to bring that report to the full School Board at the very next School Board meeting.  The School Board shall hold a separate vote on each recommendation made by the committee.  The minutes of the committee meeting shall become a part of the official minutes of the School Board meeting at which they are approved; however, the committee meeting minutes need not be published.

  4. STANDING COMMITTEES.

    No later than January 31 of each year, the School Board shall appoint members to serve on the following Standing Committees:

 

  1. Executive Committee;

  2. Finance Committee;

  3. Academic, Instructional, and Federal Programs Committee;

  4. Personnel Committee; and

  5. Building, Lands, and Sites Committee.

 

The meeting of any Standing Committee shall be held when deemed necessary by the School Board.

 

  1. STANDING COMMITTEE SELECTION PROCESS AND FUNCTIONS.

 

  1. Executive Committee.

 

  1. Selection of Executive Committee Members.

    The Executive Committee shall consist of four (4) members, those members being the President, Vice President, and two (2) other members who will serve on a seniority-based rotation as enumerated below.  Effective January 1, 2020, those two (2) members of the Executive Committee who serve based on the seniority-based rotation (in other words, those who are not serving by virtue of being either the School Board President or Vice President) are limited to a one (1) year term on the Executive Committee.  After serving on the Executive Committee for one year, the member shall rotate to a junior position on the seniority list to those incumbent members who are already in line to serve on the Executive Committee and to those new members who are elected for the first time in the prior year.  Any member who declines his/her term to serve as a member of the Executive Committee based on seniority ranking, or who begins but fails to complete his/her one-year term, shall automatically rotate to the bottom of the seniority list.

    In addition to the above provisions for rotation, any member of the School Board who serves on the Executive Committee on the basis of being either the School Board President or Vice-President shall also, upon the conclusion of his/her term as President or Vice-President, rotate to the bottom of the seniority list.  This provision shall not be interpreted as a limitation on any School Board member’s ability to continuously serve on the Executive Committee by virtue of being elected School Board President or Vice-President.

 

  1. Casting of Lots; Vacancies

    All persons who are newly elected to the School Board at the same time will cast lots to determine who, between them, will be first, second and third, etc., for seniority purposes.  Effective as of January 1, 2020, lots will be cast to determine the order of the School Board members rotating to the bottom of the ranking list at the same.

    If any vacancy should occur on the School Board, the member next in line shall automatically move up for seniority purposes.  The person elected to fill that vacant position will be the junior member of the School Board, for seniority purposes.  If a vacancy on the School Board also results in a vacancy on the Executive Committee, then the member next in line on the seniority-based rotation shall fulfill the remainder of the vacating member’s unexpired term on the Executive Committee.  If the amount of time remaining in the unexpired term is greater than six (6) months, the member fulfilling the unexpired term shall rotate to the bottom of the seniority list upon fulfillment of the vacating member’s term.  If, however, the remainder of a vacating member’s term on the Executive Committee is less than six (6) months, the member completing the unexpired term shall not rotate to the bottom of the seniority list upon completion of the vacating member’s term.

    For purposes of implementing the provisions of this section, the School Board shall refer to the ranking list prepared and adopted during its December 2019 regular meeting.  Said list shall be maintained by the Superintendent of Schools.  Thereafter, the Superintendent will maintain and continuously update the seniority list based upon the provisions of this policy.

  2. Functions of the Executive Committee.

    The Executive Committee shall review and make recommendations on matters related to security.  To act on behalf of the School Board in certain cases.  The specific functions of the committee shall include, but not be limited to, the following:

 

  1. To take final and binding action on behalf of the School Board in the following cases:

 

  1. When the School Board has authorized it to do so on a specific matter.

  2. When an emergency is declared by the President and when the entire School Board, in the discretion of the President, cannot be assembled in time to handle said emergency.

 

  1. Security:  including all phases of law enforcement, unlawful activities and discipline.

  2. Policy Drafting:  any policy proposal shall be sent to the Executive Committee for drafting.

  3. Accept for study and recommendation matters referred to the Executive Committee by the School Board or School Board President.

 

  1. Finance Committee.

 

  1. Selection of Finance Committee Members.

    School Board Members shall volunteer to serve on the Finance Committee.  If a problem arises with the volunteer concept and cannot be resolved, the President of the School Board shall resolve the problem.  The committee members shall appoint one member of each committee to serve as their chairman.  The President of the School Board shall be ex-officio member of all committees.  The Superintendent shall serve each committee as its secretary.

  2. Functions of the Finance Committee.

    In general, the Finance Committee will receive, review, and make recommendations on all financial matters.  The committee will also receive, review, and recommend approval of annual general and specific fund budgets of the School Board, and review and general or specific fund budget revisions arising during the fiscal year.

 

  1. Personnel Committee.

 

  1. Selection of Personnel Committee Members.

    School Board Members shall volunteer to serve on the Personnel Committee.  If a problem arises with the volunteer concept and cannot be resolved, the President of the School Board shall resolve the problem.  The committee members shall appoint one member of each committee to serve as their chairman.  The President of the School Board shall be ex-officio member of all committees.  The Superintendent shall serve each committee as its secretary.

  2. Functions of the Personnel Committee.

    In general, the Personnel Committee will receive, review, and make recommendations on all matters pertaining to all personnel employed by the system. The committee will also:

 

  1. Consider matters involving requests, grievances, suggestions, etc., from persons or groups in the employ of the School Board if satisfaction has not been obtained through administrative channels and to hear staff reports on these matters and to recommend to the School Board as requested.

  2. Review and report on matters involving the system's personnel such as insurance, leave policies, qualifications, reductions, etc.

  3. Review all requests for hires, including permission to advertise for open positions, except those prohibited by court order.

  4. Review committee recommendations of all candidates considered for employment giving preference to best qualified and local people.

  5. Review staff evaluations of personnel as prescribed by the School Board.

  6. Accept for study and recommendation matters referred to the Executive Committee by the School Board or School Board President.

  7. Work with other School Board Committees as necessary on matters involving related concerns.

 

  1. Academic, Instructional and Federal Programs Committee.

 

  1. Selection of Academic Committee Members.

    School Board Members shall volunteer to serve on the Academic Committee.  If a problem arises with the volunteer concept and cannot be resolved, the President of the School Board shall resolve the problem.  The committee members shall appoint one member of each committee to serve as their chairman.  The President of the School Board shall be ex-officio member of all committees.  The Superintendent shall serve each committee as its secretary.

  2. Functions of the Academic Committee.

    In general, the Academic Committee will receive, review and make recommendations on matters related to curriculum instruction, extracurricular activities and on matters pertaining to all programs which are federally funded.

    The specific functions of the committee shall include, but not be limited to, the following:

 

  1. Curriculum - addition and deletion of subjects.

  2. Instruction - evaluation of programs and method teaching.

  3. Accountability of instructional personnel.

  4. Promotion and retention policies.

  5. Report cards.

  6. Graduation requirements.

  7. Establishment of competency levels.

  8. Testing.

  9. Special Education.

  10. Athletics - intramural and varsity.

  11. Special programs sponsored by outside groups or agencies.

  12. Textbook adoptions.

  13. In-service programs.

  14. Summer driver education program.

  15. Matters pertaining to the administration, operation and maintenance of the vocational center.

  16. Review, evaluate and make recommendations on existing federally funded programs - to include budgets.

  17. Receive, review and make recommendations on proposals for continuation of existing programs.

  18. Receive, review and make recommendations on proposals for new federally funded programs.

  19. Receive, review and make recommendations on all program audits of federal programs.

  20. Approve advisory committees which may be required by Federal Guidelines.

  21. Receive, review and make recommendations on inventory reports of federal program materials and equipment.

  22. Receive, review and make recommendations on purchase and distribution of library books and materials.

  23. Accept for study and recommendation matters which may be referred to the committee by the School Board or President.

  24. Work with other School Board committees as necessary on matters involving related concerns.

 

  1. Building, Land, and Sites (BLS) Committee.

 

  1. Selection of BLS Committee Members.

    School Board Members shall volunteer to serve on the BLS Committee.  If a problem arises with the volunteer concept and cannot be resolved, the President of the School Board shall resolve the problem.  The committee members shall appoint one member of each committee to serve as their chairman.  The President of the School Board shall be ex-officio member of all committees.  The Superintendent shall serve each committee as its secretary.

  2. Functions of the BLS Committee.

    In general, the BLS Committee shall make recommendations to the School Board on policy and procedures, and all pertinent matters pertaining to school constructions, maintenance, improvement of sites, renovations, purchase and sale or use of the school lands.  The specific functions of the committee shall include, but not be limited to, the following:

 

  1. Establish and recommend policies in connection with the operation of the maintenance department.

  2. Establish and recommend guidelines and standards for the construction and renovation of school buildings.

  3. Review and make recommendations on proposed new school buildings.

  4. Review and make recommendations on all requests for sale, donation or use of school property.

  5. Review requests and make recommendations on all school construction or renovation projects.

  6. Review and make recommendations on all insurance coverage for the buildings and sites.

  7. Recommend to the budget committee an annual operating budget pertaining to buildings, maintenance, site and lands, and construction of new buildings.

  8. Review matters referred to the committee by the School Board or the President.

 

  1. Special Board Committees.

    A special committee may be created for specific purposes or to investigate special issues.  A special committee is automatically dissolved after presenting its final report to the School Board or at the School Board's discretion.

  2. Superintendent Committees.

    The Superintendent creates Superintendent Committees as deemed necessary and makes all appointments.  Superintendent committees report to the Superintendent.
